ESFLOT Periods of showers and thunderstorms are expected to move back into northern Illinois this afternoon and evening. Some showers and thunderstorms will be capable of rain rates of 2-3 inches per hour, which could cause isolated flooding, especially in urban areas or areas that recently received heavy rainfall. Atmospheric conditions are very favorable for high rainfall rates as precipitable water values have been observed just under 2 inches with forecasted values near or exceeding 2 inches by later today. Despite the favorability for heavy rainfall, most of northern Illinois is experiencing drought conditions with low rivers and low soil moisture. Due to dry conditions, higher rainfall rates will be required for flooding, making the scope of possible flooding more isolated. Locations with the highest chance of ponding and localized flooding due to heavy rainfall are urban areas or areas that received heavy rainfall over the last few days, including isolated portions of La Salle, Livingston, Ford, Iroquois, Kankakee, and Will counties. This outlook means that elevated water levels and potential impacts are possible, but not yet certain. Persons should closely monitor the latest forecasts. No updates to this outlook product are currently scheduled.

Locally heavy rainfall rates in excess of one inch per hour will be seen with the numerous showers and scattered storms this afternoon across far eastern Iowa and northwest Illinois. These rates are likely to result in minor flooding, especially over urban or poor drainage areas, along with those locations that saw heavy rainfall on Sunday. In addition, conditions are favorable for the development of funnel clouds, and possibly brief, weak tornadoes. The National Weather Service will continue to closely monitor the situation, and may issue a Tornado Warning if the threat increases. If you see a funnel cloud or tornado, seek shelter indoors and then contact your local law enforcement agency for relay to the National Weather Service.
