IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Parksville, Livingston Manor, Parkston and Anderson. Willowemoc Creek has risen to 8 feet at Livingston Manor and flooding is likely still ongoing on roads near the creek, including Debruce Road and portion of Old Route 17. Heavy rain has moved out of the area though runoff will keep the creek levels elevated for several more hours.
