Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. The strong winds and weight of snow on tree limbs may down power lines and could cause sporadic power outages. Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. * WHAT...1 to 2 ft of inundation above ground level likely in vulnerable areas near the waterfront and shoreline. * WHERE...In New Jersey, Hudson, Eastern Bergen, Eastern Essex and Eastern Union Counties. In New York, New York (Manhattan), Richmond (Staten Island), Kings (Brooklyn) and Southern Queens Counties. * WHEN...From 10 PM this evening to 2 AM EST Monday. * IMPACTS...Widespread minor to locally moderate coastal flooding is expected in the most vulnerable locations near the waterfront and shoreline. Expect around 1 to 2 ft of inundation above ground level in low lying, vulnerable areas. Some roads and low lying property including parking lots, parks, lawns and homes/businesses with basements near the waterfront will experience shallow flooding. * ADDITIONAL DETAILS...This water level forecast has been leaned towards a high end scenario, providing a margin of safety. It is highly dependent on timing of windshift from northeast to north storm force winds with respect to the time of high tide. If shift to northerly winds occurs earlier than time of high tide, water levels will fall to the low end or even below the forecast range. Ice cover in the bays and harbors could exacerbate flooding and cause damage to north to northeast facing shoreline structures.
Take the necessary actions to protect flood-prone property. If travel is required, do not drive around barricades or through water of unknown depth.

***Multiple Bands of Heavy Snow to Impact the Area Overnight*** Bands of heavy snow will move across the area through the overnight as low pressure rapidly intensifies to the south. Some of these bands will produce 2 to 3 inches per hour rates. However, in between bands, snowfall rates may drop off to about an inch per hour. Farther to the west, across western portions of the Lower Hudson Valley and interior portions of northeast New Jersey there will be a sharp back edge to the heavy snow and some uncertainty as to how far these bands get. This could impact snowfall totals across this area. Additionally, winds will become a factor as the night progresses. Blizzard conditions are expected and will make travel treacherous and potentially life-threatening.
