Service Notice – February 2026: The Environment and Climate Change Canada (ECCC) CAP Service undergoes changes from time to time as the business of alerting evolves. For 2026, changes are expected to include... 1) ECCC's initiative to introduce free-form polygons to represent the true threat area of a weather hazard is tentatively set for Spring 2026 deployment. Data changes will appear in CAP following this deployment and 2) other minor improvements and corrections. Prolonged atmospheric river event. Where: West Vancouver Island. When: This morning to Wednesday morning. What: Storm totals 100 to 150 mm of rain with locally near 200 mm. Impacts: - Prolonged heavy rain on snow combined with mountain snow melt will lead to very enhanced responses in river systems and the potential for flooding. - Extensive water pooling on roads and wash-outs of landscape possible. - Enhanced risk of landslides due to saturation of the ground. Remark: An atmospheric river will push into the B.C. coast today and remain over the region until Wednesday bringing prolonged periods of heavy rain. Initially freezing levels will be near sea level; however, by Monday morning, freezing levels will quickly rise to 2500 to 3000 metres. Snowmelt from higher elevations will increase the risks from this rainfall event. The heaviest rainfall is expected Monday through Monday night. ### Water will likely pool on roads and in low-lying areas. Some travel delays are possible. Landslides may occur in vulnerable areas such as steep slopes, deforested areas or recent burn scars. Fast-moving and rapidly rising water can sweep vehicles away and damage infrastructure. Rainfall warnings are issued when significant impacts are expected due to rainfall amounts. Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to BCstorm@ec.gc.ca or post reports on X using #BCStorm.
Watch for washouts near rivers, creeks and culverts.

Prolonged atmospheric river event. When: -Today to Wednesday morning Impacts: -Prolonged heavy rain on snow combined with mountain snow melt will lead to very enhanced responses in river systems and potential for flooding. -Extensive water pooling on roads and wash-outs may occur. -Enhanced risk of landslides due to saturation of landscapes. Remarks: An atmospheric river will begin to make landfall over the BC coast today and will remain over the region until Wednesday bringing heavy rain. The rain could be mixed with snow today as the freezing levels will be near sea level, but the freezing levels will quickly rise tonight and reach 2500 to 3000 metres on Monday morning. The heaviest rainfall is expected on Monday and Monday night. Although there is still uncertainty regarding rainfall amounts associated with this atmospheric river, total rainfall amounts could reach 80 to 120 mm for Inland Vancouver Island. The rain will ease on Wednesday morning. ### Please continue to monitor alerts and forecasts issued by Environment Canada.
