Significant rainfall over the past week has increased soil moisture to high levels across western Washington. This significant rain has put extra pressure on soil instability, leading to an increased threat of landslides and debris flows, especially from recent burned areas. Precipitation will remain fairly light through most of the weekend but a frontal system will move through Sunday night into Monday, bringing a quick hit of heavier rainfall which could act as a trigger. Numerous landslides have already occurred across the area. More landslides continue to be possible. Areas most susceptible to landslides debris flows under these conditions are steep coastal bluffs, other steep hillsides or road cuts, and recent burned areas. A diminishing threat of landslides and debris flows will continue for several days after the rain ends. A period of heavy snowfall expected. What: Total snowfall accumulations of 10 to 15 cm. When: Tonight. Where: Manning - Skagit Valley (Mainly near Hope Slide), and Highway 3 - Hope to Princeton via Allison Pass. Additional information: An outgoing low pressure system had brought near 20 cm of snow to Sunshine Valley and Highway 3 near Allison Pass last night. Another weather system will give a period of heavy snow to the area again tonight. Light snow from the system will start this afternoon and intensify this evening. The snow will taper to a few flurries Tuesday morning as the system moves eastward. The times presented here are based upon the solunar theory, which is the idea that the movements of fish and other animals are affected by the location of the sun and moon. The major periods are believed to be the times of the greatest animal activity and occur when the moon is directly overhead or underfoot (lunar transits). The minor periods also see increased activity and occur when the moon is rising or setting. The strongest activity occurs during full or new moons, and the weakest during quarter or three quarter moons. This is indicated by the Action Rating.
