Winds will be strongest through this afternoon. * RELATIVE HUMIDITY...As low as 15-20 percent. Relative humidity values will be lowest this afternoon and Wednesday afternoon. Poor overnight humidity recoveries are expected with maximum relative humidity values ranging between 35-45%. * IMPACTS...Conditions may be favorable for rapid fire spread which may threaten life and property.
