Winds could gust as high as 45 mph. * WHERE...East Turnagain Arm, Western Kenai Peninsula, Southern Kenai Mtns, Interior Kenai Peninsula, and Turnagain Pass. * WHEN...From midnight AKST tonight through late Thursday night. * IMPACTS...Travel could be very difficult. The hazardous conditions could impact the Thursday morning and evening commutes. Gusty winds could bring down tree branches. * ADDITIONAL DETAILS...A large moisture plume alongside a warm air mass and a low pressure system will rise into Southcentral Alaska starting Wednesday night. Precipitation will first start as snowfall. Once temperatures warm above freezing higher in elevation, snowfall will transition to freezing rain. Blowing snow is possible before the transition due to gusty winds. Once surface temperatures rise above freezing, precipitation will become mostly rain. However, as the rain falls on frozen surfaces, slippery roads and surfaces will cause hazardous driving and travel conditions. There is much uncertainty with this event and the forecast is subject to change.

Very dangerous avalanche conditions exist. * WHERE...For the Western Chugach and Kenai Mountains in and around Anchorage, Girdwood, Portage, Turnagain Pass, Summit Lake, Lost Lake, and Seward. * WHEN...In effect Thursday 6:00 AM AKST through Friday 6:00 AM AKST. * IMPACTS...An atmospheric river will impact southcentral Alaska. Strong winds, heavy snowfall, and heavy rain will create widespread areas of unstable snow. Large natural avalanches are likely and human triggered avalanches are very likely. Debris from avalanches above may run into valley bottoms. Winds gusting as high as 50 mph through Portage and eastern Turnagain Arm. * WHERE...East Turnagain Arm, Interior Kenai Peninsula, and Turnagain Pass. * WHEN...From 3 AM Thursday to 3 PM AKST Friday. * IMPACTS...Travel could be very difficult. Areas of blowing snow early Thursday morning could significantly reduce visibility. The hazardous conditions could impact the Thursday morning and evening commutes. * ADDITIONAL DETAILS...A strong front and atmospheric river will move into the eastern Kenai Peninsula and Eastern Turnagain Arm Thursday morning and remain in place through Friday. Snow levels will gradually rise Thursday to between 1600 and 2200 ft. Heavy rain falling on snow covered and frozen roadways will cause hazardous conditions. Hydroplaning will be likely in areas. Total liquid amounts of 1.8 to 4.5 inches expected.

* WHAT...Flooding caused by excessive rainfall and frozen ground surface is possible. * WHERE...The following area, Southern Kenai Mtns. This includes the city of Seward. * WHEN...From 9 AM AKST Thursday through Friday afternoon. * IMPACTS...Excessive runoff from rainfall, frozen ground surfaces, and snowmelt may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Snow covered drains will exacerbate any ponding on roadways. * ADDITIONAL DETAILS... - An atmospheric river will bring warmer temperatures and heavy rainfall at lower elevations to the eastern Kenai Peninsula, including Seward. The long stretch of cold weather has resulted in frozen ground surfaces which will allow for increased runoff concerns. Up to several inches of rainfall is expected and will lead to ponding on roadways and localized flooding in low-lying areas and areas where storm drains remain covered.
