Service Notice - September 2024: The Environment and Climate Change Canada (ECCC) CAP Service undergoes changes from time to time as the business of alerting evolves. For Fall 2024, changes are expected to include... 1) location adjustments to the new Coastal Flooding Warning Program that has been implemented back in Spring 2024, 2) Marine Warning Program and Hurricane Warning Program (for tropical cyclone information statements only) will start to use water zone splits, 3) new parameters in CAP will be created to represent the weather event's start time and the weather event's end time, 4) ECCC's initiative to upgrade the presentation of alerts into a risk-colour tiered structure is in progress. Existing elements’ values will be updated and new parameters will be added in a future release, and 5) other minor improvements and corrections. It has been a wet 24 hours across the Red River Valley with many areas along and north of the Trans-Canada Highway corridor receiving 10 to 20 mm of rain while areas south have received closer to 20 to 30 mm. The rain transitioned to snow yesterday over the western escarpment, and early this morning, the rain is beginning to transition to snow over Winnipeg and the eastern Red River Valley. The rain will continue to change to snow generally from southwest to northeast through Wednesday morning and continue through the day. By Wednesday evening snowfall accumulations will range from 0 to 5 cm near Lake Winnipeg to possibly as high as 10 to 15 cm in the western Red River Valley. A winter storm warning continues for southwestern Manitoba where snow and blowing snow continue across the region. The low responsible for the inclement weather will begin to weaken through Wednesday and weather conditions will improve throughout the day and all associated weather bulletins will be ended. ### Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to MBstorm@ec.gc.ca or tweet reports using #MBStorm.
