Flooding may occur in poor drainage and urban areas. Backcountry roads such as Cottonwood Road, Skutumpah Road, Hole-in-the-Rock Road, Notom-Bullfrog Road, Burr Trail, House Rock Valley Road, Hells Backbone, and Smokey Mountain may become impassable. * ADDITIONAL DETAILS... - Tropical moisture will stream northward into the region Thursday morning, bringing widespread heavy rain and increasing the threat of flash flooding across much of eastern and southern Utah.
